responsibility the Board of Trustees, which is comprised of 18 members, 15 of whom are appointed by the Governor with the consent of the Senate for 7 ‐ year terms, the President of the Student Assembly who serves as student Trustee ex officio , the President of the University Faculty Senate who serves as faculty Trustee ex officio but without the right to vote, and the President of the Faculty Council of Community Colleges, who serves as community college faculty Trustee ex officio but without the right to vote. ( Board of Trustees ‐ Policies; Board of Trustees By ‐ Laws ). The Board of Trustees must comply with all legal standards for such governing bodies including any conflict of interest requirements as detailed in State documents, including the Public Officers Law . Among other roles, the Board accepts fiduciary responsibility for the long ‐ term welfare of the University; approves major policies, long ‐ range plans, educational programs and annual budgets; and monitors and evaluates the performance and effectiveness of the University in achieving goals and objectives ( Board of Trustees ‐ General Information ). Members of the Board should maintain the role of the Board as a policy ‐ making body while leaving personnel, management and administrative matters to the Chancellor, presidents, and employed staff. Responsibilities of the Board include:  development of a master plan for the University  submission to the Governor of an operating budget request and legislative proposals  following legislative enactment of a budget, campus ‐ specific core instructional budget allocations  the appointment of State University campus presidents  development of new policies and procedures  rulemaking As set forth by the Policies of the Board, the chief executive officer of the State University is the chancellor, who is appointed by the Board and performs such duties as the Board assigns. The chancellor recommends vice chancellors for appointment by the Board and appoints all executive and administrative officers below the level of Vice Chancellor, who constitute the senior staff of the University’s System Administration (located in Albany, NY). The chancellor is authorized to sub ‐ delegate to such officers and staff powers, duties and responsibilities. Each unit of the State University is headed by its own chief executive officer who reports to the chancellor. The SUNY College of Optometry’s president, who assumed the position in 2007, is Dr. David A. Heath. Overall, the Board of Trustees is responsible for policy, oversight and governance of the University. The chancellor, presidents and other employed staff and faculty are responsible for management level decisions and implementation of policy. One best practice is that the Board of Trustees should periodically evaluate its own performance. The College senior administration, as delineated in the Senior Management Organizational Chart , includes the five following functional areas: Academic Affairs; Student Affairs; Clinical Administration; Institutional Advancement; and Administration and Finance (also see Area Organizational Charts ).
