Fiscal and Human Resources Overview Working under the supervision of the College’s President, the Vice President for Administration and Finance (VPAF) oversees the fiscal and administrative management of the College. The VPAF is responsible for the areas of general institutional services, human resources, business affairs, budgeting, management services (facilities and security), information technology, internal control/risk management and capital projects. Support for the College comes directly from the State of New York through the budget of the State University of New York. The degree to which State appropriations coming from general tax revenues cover the cost of campus operations has been impacted by mandated cost increases, such as collective bargained salary increases and inflation. Since no single source of funding fully supports the College, it is necessary to budget on an "all funds" basis. In order to do this in a meaningful way, the College must generate campus ‐ based revenue to augment diminishing levels of State support to an extent that is sufficient to fund its on ‐ going spending needs and build reserves for the future. The College’s income, other than from direct state appropriation, comes mostly from the following sources: COVID ‐ 19 Impact : This year, the budget discussions with the VP’s were held in virtual Zoom meetings. During these discussions, it was stressed that this is a year of uncertainty in terms of (a) clinic revenue, (b) state support and (c) facility usage (both internal and external). As such, it was impressed that budgets were targeted to be reduced by 10% of other than payroll expenses. Furthermore, equipment purchasing and travel would need full review before commitments, and there would be a hiring freeze ( COVID Spending Constraints ). Following a period of inactivity, the Internal Control (IC) and Enterprise Risk Management Committee remotely resumed its monthly meetings, beginning in September 2020. The basic intent and method of conducting internal control activity has not changed significantly. Additional instructions from SUNY System regarding annual IC certifications are also anticipated.

Prior to the pandemic and the State effectively shutting all but essential operations in March 2020, the College had been receiving consistent NY State support, equaling approximately 1/3 of its operating budget ($11M), including fringe benefit payments. Since the State operates on April ‐ March fiscal year, and the University’s fiscal year is July ‐ June, there was an overlap in funding, which caused System to notify campuses to freeze their non ‐ essential spending for the last three months of 2019 ‐ 20 (April ‐ June). In fact, the last payments from the State for 2019 ‐ 20 came in July and were reduced by approximately 20%. As of the time of this update, it is still
