Qualified Opinions In our opinion, except for the noncompliance described in the Basis for Qualified Opinions paragraph, the State complied, in all material respects, with the types of compliance requirements referred to above that could have a direct and material effect on each of the major programs listed in the table in the Basis for Qualified Opinions paragraph above for the year ended March 31, 2018. Unmodified Opinion on Each of the Other Major Federal Programs In our opinion, the State of New York complied, in all material respects, with the types of compliance requirements referred to above that could have a direct and material effect on each of its other major federal programs identified in the summary of auditors’ results section of the accompanying schedule of findings and questioned costs for the year ended March 31, 2018.
